Roles
Five owners generously volunteer their time to serve as Directors on the Board. From among themselves, they choose four to fill the Officersâ roles. These positions include:
- President - Leads the Associationâs affairs and operations, holding all the responsibilities and powers that come with the role.
- Vice-president - Steps in to carry out the Presidentâs duties if theyâre absent or unable to serve.
- Treasurer - Keeps a close eye on all funds, securities, and debts.
- Secretary - Takes care of recording and filing the minutes of all meetings.
The Director who isnât an Officer still has an equal vote and voice on the Board and helps out with the Associationâs activities.
The Board also gets support from a property manager at Seacrest Services Inc. While the property manager doesnât have voting rights, they provide valuable assistance and advice to the Board.
Board Objectives
- To set the rules and encourage everyone to stick to them;
- To uphold and even raise high standards of safety and comfort;
- To protect the propertyâs structure and make it look great;
- To keep communication open and improve connections with members;
- To support and boost social and community activities; and
- To handle the Associationâs finances carefully and stay within budget.
Raymond Duquette, President
Raymond and his wife Karyn have been seasonal residents and proud owners of Unit 265 since 2014. Theyâre from Richmond (Ottawa), Ontario. Ray is a retired police officer with 32 years of service in the Royal Canadian Mounted Police and has been a Board member since 2017. Both of them love playing pickleball.

Bill Deutsch, Vice-President
William (Bill) and his wife Nuk are proud owners and permanent residents of unit 355. Bill is a retired Podiatrist, and Nuk is a licensed Florida Massage Therapist. Theyâve been together since 2015. Bill served as Secretary for the Board of Directors in 2019 and 2020, and he kindly volunteered for another term on the Board in 2022.

Linda Simon, Treasurer
Linda and her husband Joe are permanent residents and proud owners of unit 367. Originally from New York, theyâve been calling Grantham E home for the past 25 years. Linda has been an active member of the Board since 2016, and she still finds time to work part-time at a jewelry store in Boynton Beach.

Heather Cogan, Secretary
Heather and her husband Don are seasonal residents and proud owners of Unit 256. They call Canadaâs beautiful national capital region, Ottawa (Ontario), their permanent home. After retiring recently from a 32-year career with the Canada Revenue Agency, Heather now loves spending her free time with family, playing sports, and taking her cat Ben for walks around Century Village.

Ralph Pellatt, Director
Ralph has been part of Century Village East since 2007 and became an owner in 2010. Heâs served on the board of directors for several years and has been a friendly face volunteering as an usher in the theater for over a decade. Ralph has also played a key role in organizing many of our condo Bar-B-Ques. Heâs excited to serve on the Board again to help keep our condo building running smoothly and maintain its reputation as one of the most desirable and prestigious properties in the village.

Barbara Gourley, Seacrest Property Manager
Barbara is a Florida native living in Hollywood, Florida. Sheâs been happily married for 40 years and has three grown daughters. She started her journey in Property Management 22 years ago and earned her LCAM (Licensed Community Association Manager) license 17 years ago. Over the years, sheâs worked with various management companies handling Condominiums and HOAs. Her wide-ranging experience has given her a solid, well-rounded understanding of the industry. Above all, sheâs all about great customer service and helping Associations find the best solutions to make their communities fantastic places to live.
Jacqueline Pugh, Seacrest District Manager
Jacqueline started her career as an Administrative Assistant at a General Contracting and Roofing Company. With dedication and hard work, she quickly moved up to become the Business Manager of Operations. In 2011, she stepped into the Property Management world, starting as an onsite manager. She loved the challenges and the chance to combine her passion for great customer service with building strong team connections in the communities she managed. By 2016, Jacquelineâs impressive skills in community association management earned her the role of Regional Director of Property Management, where she focused on managing services for Century Village Deerfield Beach.
